​Fernando Herren Aguillar was born in the State of São Paulo, Brazil, in March 1964. After his Graduation in Law at the University of São Paulo (USP) (1986), he completed a Masters degree at the ‘Académie Européenne de Théorie du Droit’ of Brussels (1993) and his PhD degree in Economic Law at the University of São Paulo (USP) (1993), where he currently teaches in the Course of Management of Public Policies. He is also Director of the Law Faculty of Universidade São Judas Tadeu in São Paulo (Brazil), Professor of the Law Post-Graduation of Foundation Getúlio Vargas (in São Paulo/Brazil) and Visiting Professor at University Paris I (France) in the context of its ‘Chair des Amériques’, teaching regional economic integration of Latin America. Furthermore, he is also Visiting Professor of the Universidad Nacional de Lomas de Zamora, Argentina. Professor Herren Aguillar is registered as attorney-at-law, practising in São Paulo/Brazil at the Law Firm Manesco, Ramires, Perez, Azevedo Marques (since 2010), beside acting as Individual Consultant of Luis Silva Morais/Sergio Gonçalves do Cabo, Law Firm for any matters/files pertaining to the Brazilian jurisdiction.


He is an expert in economic regulation, comprehending telecommunications or energy, and competition law and has also an extensive expertise and professional track-record in complex corporate transactions (including public-private partnerships and public finance), beside covering high level topics pertaining to international economic integration and international economic law.

He is author and co-author of several books, articles and papers in the fields of Economic Law and Public Finance Law (coordination the collection of Economic Law of the specialised Publisher ‘Saraiva’ in Brazil). He frequently attends and gives speeches at conferences and seminars in his fields of expertise in Brazil, Latin America in general and various EU Member States. Prof Herren Aguillar is also a high level member of various governmental committees covering various areas – e.g. as member of National Commission of Evaluators on the Ministry of Education of Brazil that assesses the quality of Law Courses in various Brazilian Universities or Consultant of FAPESP – the Public Foundation established for the development of research projects in Brazil.
